My iPhone and Macs are "synced" in that both are in use with my Apple ID. In my usage, I believe it does contain all the the images from my iPhone Messages, and I've never used iCloud Messages. green, not blue iMessage) from 2011 and most definitely not on my Mac.At the risk of a derail, the path I incorrectly referenced isn't related to iCloud Messages per se.
The oldest one I found going through random old messages was from a text message (i.e. I have text messages in the iPhone Messages app going back to 2008, but I don't know how far back the images go. My images only go back to 2019, and I've been using the same account for much, much longer. I just checked myself, as I do have iCloud Messages turned on. green, not blue iMessage) from 2011 and most definitely not on my Mac. There were no images from any time more recent and I most certainly have received my fair share of them. I checked ~/Library/Messages/Attachments and there were only a handful of images from several years ago, likely times when I did have Messages.app on my desktop set to sync with iCloud. I do, however, routinely create local backups of my iPhone from within iTunes. I have not had Messages.app in macOS sync’d in a long time as I simply do not do messaging on the desktop. I checked my own personal iMac and devices for confirmation. The messages attachment content could, of course, be the same depending on how things are configured but this is not the case for my circumstances. iCloud syncing is, of course, not the same mechanism as having a local device backup pulled via iTunes. I’m sorry, but I believe this location would only be a valid source if Messages.app on the desktop were configured to sync via iCloud. I’ve already pulled a local unencrypted backup of the device via iTunes to the household’s Mojave-based Mac.Then you should already have all the images. I apologize for being repetitious about this but I can envision tools that only have a do-it-on-a-computer equivalent to what you can do on the device itself. Lastly, I want to re-state the importance of a bulk export of the images from Messages in a single action. Again though, we are looking to export all images out of Messages in a single pass which is an action I don’t believe is possible from iCloud even if all of the content is present there. Therefore, it seems quite possible that there is some content on the phone in a perpetual yet-to-be-synchronized state.

However, I can say that the iCloud account only had the free allocation of storage and that it is basically filled to the brim. Regarding iCloud, I have not yet gone through the phone to see what apps/services are syncing there.
We therefore have both the device itself, as well as the locally stored backup as potential sources for exporting/extracting the images. I’ve already pulled a local unencrypted backup of the device via iTunes to the household’s Mojave-based Mac.

Being that this should be a one-time course of action, paying anything north of a couple hundred dollars for a professional forensic or MDM tool wouldn’t really be acceptable though. Assuming the price is reasonable, we are open to paid solutions if it should prove necessary. I have already drilled down within Settings > iPhone Storage > Messages to confirm there are enough images in there to warrant looking for an alternative to this course of action. It would not only be quite laborious but also emotionally painful to go through all the messages, look for ones with images, and then view each one to decide if it’s worth individually saving. The phone appears to have multiple years’ worth of items in there. What we would like to do is retrieve all images from within the Messages app in one fell swoop.

The person who passed away had an iPhone 6s Plus on iOS 14. There has unfortunately been a recent death in my family for which I am helping out with tech related items among other things.
